C. City Council Member Report of Conference /Meeting Attendance <br />D. Council Member Aguirre - announced that the Olive Festival at Canada College <br />will be on October 7 from 10 am to 5 pm. She stated that this morning she was <br />invited /appointed to the Land Use Subcommittee of the Bay Area Water Forum <br />(BAW F). <br />Mayor Pierce congratulated Council Member Aguirre. She stated that this group <br />used to be the CALFed Water Task Force. She stated that the Bay Area Water <br />Forum is bringing a regional perspective to water issues and trying to help Northern <br />California catch up with Southern California. She stated that Southern California's <br />water agencies really work very closely together so that they can compete very <br />favorably for grants and the Bay Area Water Forum is working to help Northern <br />California to achieve cohesion. <br />E. Council Member Bain - stated his thanks to the Downtown Subcommittee for <br />streamlining the parking meters and he has noticed a reduction in the number of <br />complaints about the meters and he thinks they are easier and more intuitive to <br />use. He stated that this past weekend a senior citizen suggested a program where <br />perhaps someone on a very fixed income could come in and apply for some sort of <br />reduced monthly pass. He does not know if the Subcommittee has looked into <br />issues like this yet but believe it is worthwhile to investigate. He will email further <br />information to the Mayor and City Manager about this citizen's suggestion. <br />F. Council Member Ira - stated his surprise that many people are still unaware of <br />where all the free parking is. He stated that when he went to last Friday night's <br />concert and parked for free in the County parking garage, his car was one of only <br />three cars, and he was only two blocks from the concert. He stated that we need to <br />do more and be more clear about getting the word out and letting people know <br />where the free parking is. <br />Mayor Pierce stated her knowledge that the Downtown Subcommittee has been <br />speaking with City Manager Everett and staff about the signage. She suggested <br />that in the future, sandwich board signs be used to indicate where the free parking <br />is. <br />G. Mayor Pierce - noted that City Manager Everett's retirement party was last <br />Thursday night, there was the Friday night concert, and that there was a festival <br />downtown this past weekend that people attended despite changes in the weather. <br />H. Council Member Howard - stated that there are two bills on the Governor's desk <br />waiting for his signature, sponsored by Senators Torlakson and Perata on SB 976 <br />and SB 88 regarding prop 1 B funding as well as the reconstitution of the Water <br />Transit Authority. She explained the proposed legislation.
