The Planned Development Permit requires the applicant to
comply with all recommendations of the geotechnical report.

(b) Settlement is not unique to the Project site; it tends to accompany most
projects that are built upon recently-placed fill. The geotechnical report prepared
for the Project concludes that soil and geotechnical conditions at the site are
suitable for the proposed development. The geotechnical conditions at the site are
similar to those at other properties in the vicinity which have been successfully
developed.

(c) Although the Redwood Peninsula EIR identifies this impact as significant,
it also acknowledges that problems can be minimized by taking settlement into
account at the design stage. It also acknowledges that any costs associated with
settlement problems will be borne by private owners. The features incorporated
into the Project, as identified above, will mitigate this impact to below a level of
significance.

3.3 WIND

3.3.1 P_llRnlialJ'T,~: Development of the Project could affect wind patterns.
fJllllillga: The City hereby makes Finding (1).
Facts in Support of Findings:

(a) The master plan for the Project site, prepared by the experienced
architectural firm of Skidmore, Owings and Merrill, avoids wind tunnels and
other adverse wind impacts by the careful siting of buildings. Furthermore, to the
extent that any wind effects resulted from the Project plan, these effects would be
-14-
EAFNI3CJCC.DOC
7/11/96 9:56 AM
