3.8.3 ~: The Project could create shadows that significantly decrease the <br /> use and enjoyment of adjacent residential properties. <br /> <br /> F. ill.dJIl~: The City hereby makes Finding (1). <br /> <br /> Facts in Support of Findings: <br /> <br /> (a) A detailed shadow analysis was conducted for the Project. The shadow <br /> analysis examined shadows over an eight-month period, comparing them to the <br /> ~_-~rev~.eus!y-approv-o~d _,~t~,~ plan. far th~J.m The. ~had~w a_r~ly~i~ al.~o examined the <br /> longest and shortest days of the year. The shadow range for both days began at 11:00 <br /> a.m. and continued until one hour before sunset, which is comparable to the most <br /> restrictive sun shadow guidelines currently used in San Francisco. A sophisticated sun <br /> shadow computer database program was used. <br /> <br /> (b) These studies found that the Project would cast only slight shadows on some <br /> homes. It would cast a shadow on approximately eight buildings in the Heron Court <br /> Cooperative project, east of the site, and on four structures in the Hasting <br /> Condominium project, south of the site. The shadows would only occur in mid-late <br /> afternoons from October through February, for a maximum duration of about 20 <br /> minutes. Furthermore, many of the houses affected by shadows are already subject to <br /> shadows created by adjacent homes. Therefore, the Project will have less than <br /> significant impacts when compared to existing conditions. <br /> <br /> (c) Compared to the previous master plan envisioned for the site, which could <br /> be built under the existing zoning without a Planned Development Permit, the <br /> Project would reduce the calendar duration of shadow impacts by two months. <br /> Shadows affecting residences would occur from mid-September to late March <br /> under the previous plan, but the Project effects would only occur from mid- <br /> October to late February. For the previously-approved master plan, the maximum <br /> shadow impact per day is 1.5 hours, but the maximum period for the Project is <br /> only 20 minutes. <br /> <br /> 3.8.4 ~: Lighting from the Project could disturb adjacent residences. <br /> Eiilllillgl: The City hereby makes Finding (1). <br /> Facts in Support of Findings: <br /> <br /> (a) The evening lighting effect on residences should be minimal because <br /> Project office buildings are located approximately two football fields away from <br /> residences.
