(b) Parking garage lighting will not affect residences because the site plan locates <br /> parking garages away from residential areas. Ample landscaping will ensure that the <br /> residences across Shoreline Drive from parking garage P 1A will not be disturbed by <br /> lighting from the parking garage. A landscaped buffer zone has been set aside for just <br /> this purpose on the residential side of Shoreline Drive. Trees and a berm will help to <br /> block views of Shoreline Drive and the parking garage. Additional landscaping and a <br /> berm on the other side of Shoreline Drive, next to the parking garage, will further <br /> block any visual impact of the parking garage. <br /> <br />3_9 <br /> <br />3.9.1 ~: The Project will affect plant communities and their associated <br /> animals. <br /> <br /> Findings: The City hereby makes Findings (1) and (3). <br /> <br /> Facts in Sup_nort of Findings: <br /> <br /> (a) The soils of the Project site consist of imported fill material. Native biotic <br /> habitats are absent from the site. Almost all plant species found on the site were <br /> non-native annuals, which is typical of disturbed environments. The site is of low <br /> value to wildlife. The surface precludes much digging and burrowing and the <br /> relatively sparse vegetation offers little cover. Due both to the lack of appropriate <br /> habitat and the highly-disturbed condition of the site, no special-status plant <br /> species are found on the site. Nor does the site provide habitat for any of the <br /> special-status animal species that occur regionally. For all of these reasons, <br /> development of the Project will not have a significant impact on plant or animal <br /> communities on a Project-specific level. <br /> <br /> (b) No area within the Project site is a wetland subject to the jurisdiction of <br /> the United States Army Corps of Engineers. <br /> <br /> 3.10 I~OMPATIBILITY WITH THE SAN CARLOS AIRPORT <br /> <br /> 3.10.1 ~_0ltlltiala~[g~: By allowing an increase in height above 100 feet, the Planned <br /> Development Permit could represent a deviation from airport safety policy or city <br /> zoning requirements. <br /> <br /> F_illtlill~: The City hereby makes finding (1). <br /> Facts in Support of Findings: <br /> <br /> (a) The 100-foot zoning height limit was not imposed as a result of the <br /> proximity of the airport.
