New Classification - Code Enforcement Officer 1/11 <br /> <br />The redevelopment and growth of the downtown area has created the need to have a <br />dedicated staff solely responsible for performing inspection and code enforcement work <br />in the downtown redevelopment project area. Consequently, the Community <br />Development Services (CDS) Director, Peter Ingram, requested that Human Resources <br />create the new class of Code Enforcement Officer. This new classification would be <br />primarily responsible for performing proactive skilled inspection and code enforcement <br />work in the downtown redevelopment project area to ensure compliance with municipal <br />codes, ordinances and zoning regulations. <br /> <br />Human Resources worked Closely with the department to determine their present and <br />foreseeable needs and in drafting the proposed job description to ensure that it meets <br />the needs of the City. An internal and external classification survey was also <br />conducted. Based on the departments needs, internal analysis and market trends, it <br />was determined that this classification requires a moderately high level of initiative and <br />independent judgment, as it is crucial that the incumbent is proactive. As such, in <br />creating this classification, emphasis was placed on the need for the position to work <br />closely with businesses and community groups to enhance the quality of the <br />neighborhoods through educational activities and community building. <br /> <br />Further, it was determined that creating two levels within the Code Enforcement Officer <br />classification would enhance the department's ability to hire at a particular skill level. <br />With a flexible classification, such as the one being proposed, departments have the <br />flexibility to hire a Code Enforcement Officer at either an entry or journey level. This <br />provides more latitude and enhances departments' ability to hire according to their <br />specific needs at the time. <br /> <br />The comparison survey and internal analysis provided the basis for the proposed salary <br />range. The Code Enforcement Officer II salary is aligned internally with the Building <br />Inspector salary and the Code Enforcement Officer I salary is 10% less that the Code <br />Enforcement Officer II salary. <br /> <br />Proposed Title <br />Code Enforcement Officer II <br />Code Enforcement Officer I <br /> <br />Proposed Salary <br />$5,427 - $6,597/month <br />$4,934 - $5,998/month <br /> <br />A job description of the Code Enforcement Officer /III classification and proposed <br />salary exhibit are provided (See attachments 2 and 3.) <br /> <br />The proposed Job Description has been reviewed by the Service Employees <br />International Union (SEIU) - Local 521. <br />
