The proposed <br /> office use will result in a reduction from a level of service ("LOS") D to a <br /> LOS E at the intersection of Marine Parkway with Oracle Parkway easterly <br /> direction. At all other intersections the difference between hotel and office <br /> use results in a change in the volume to capacity ratios averaging 27 <br /> pement higher for office in the morning peak hour and ,3 percent higher for <br /> office use in the afternoon peak hours, but with no resultant change in <br /> LOS. Both the hotel and office uses impact intersections which already <br /> operate at LOS E and F. Particularly, the office usage will significantly <br /> impact the Marine Parkway/Oracle Parkway westerly direction and Marine <br /> Parkway/Oracle Parkway easterly direction intersections, and will <br /> contribute to congestion at the westbound to northbound on ramp to State <br /> Highway 101. <br /> <br /> The effects upon the Marine Parkway/Oracle Parkway intersections <br /> can be mitigated to an acceptable level by adding a left-turn lane from <br /> eastbound Marine Parkway to northbound Oracle Parkway west, and by <br /> adding a left-turn lane from eastbound Marine Parkway to northbound <br /> oracle Parkway east and by constructing associated improvements to the <br /> north side of Marine Parkway, the median and the signal to accommodate <br /> the respective additional lanes. Further mitigation includes synchronizing <br /> traffic signals at the Ralston Avenue/Hiller Street intersection and the <br /> Marine Parkway and Oracle Parkway intersection, and the implementation <br /> <br />Reso-49 6 <br />G :~Shared~Redwoocl~Co uncil <br />06/2O/96 <br /> <br /> <br />
