07/26/2010 WHEREAS, Kaiser is now seeking a Planned Community Permit for the Phase I Hospital Replacement Plan that involves the construction of a new, smaller hospital (approximately 280,000 square feet, 149 beds), smaller central utility plant (approximately 16,000 square feet) and related on -site and off -site improvements that involve modifications to the Precise Plan (the "Project "). The Precise Plan, as revised, is on file and made available at the Office of the City Clerk. WHEREAS, Redwood City (the "City ") has prepared a Second Addendum to the EIR pursuant to the California Environmental Quality Act (Public Resources Code Section 21000 et seq.) ( "CEQA ") to determine whether minor modifications to the Precise Plan for the "Project" requires further environmental review. WHEREAS, on June 29, 2010, after considering a Second Addendum to the EIR, the Commission voted to recommend that the City Council approve the Precise Plan, as revised. The Commission also found that the Precise Plan, as revised, which includes and incorporates therein by reference the Mitigation Monitoring and Reporting Checklist, is on file and made available at the Office of the City Clerk, is incorporated herein by this reference, and is found to be in conformance with the goals and objectives of Article 52 of the Zoning Code of the City of Redwood City. WHEREAS, the City Council has reviewed the recommendation of the Commission, has reviewed the Precise Plan, as revised, and has considered evidence, including the EIR, First and Second Addendums to the EIR, with each document on file and made available at the Office of the City Clerk, and incorporated herein by this reference, and public comment received at a duly notice public hearing related thereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AS FOLLOWS: Section 1. The recitals set forth above are true and correct, and are hereby incorporated herein by this reference as if fully set forth in their entirety. Section 2. After consideration of the EIR, First Addendum to the EIR, and the Second Addendum to the EIR, the City Council finds, on the basis of substantial evidence in the light of the whole record, that minor modifications to the Precise Plan proposed by the "Project" do not raise important new issues about the environmental impacts beyond those previously analyzed in the Final Kaiser Permanente Redwood Atty /Reso /Reso.2031 2 #15043 071210 MUFF # 304
