07/22/2013 <br /> Plan, Municipal Code, Downtown Precise Plan, and other applicable City laws <br /> and regulations, and all associated approved and certified environmental <br /> documents, have together served as an adequate and appropriate evidentiary <br /> basis for the findings and actions set forth in this Resolution. <br /> Section 2. Initial Study Checklist (IS): The City Council finds that: <br /> a. The IS was prepared in accordance with all legal <br /> requirements. <br /> b. The City Council has reviewed and analyzed the IS and <br /> other information in the entire record and has considered the <br /> information contained therein, including the written and oral <br /> comments received at the public hearing on the Project, prior <br /> to acting upon or approving the Project. <br /> c. Based on substantial evidence in the record, the proposed <br /> Project is within the scope of the previously approved <br /> Downtown Precise Plan and is adequately described in the <br /> previously certified Downtown Precise Plan EIR for purposes <br /> of CEQA. The mitigation measures and Statement of <br /> Overriding Considerations associated with certification of the <br /> EIR addresses the environmental effects of the Project. <br /> d. As set forth in CEQA Guidelines sections 15162 and 15168, <br /> the proposed Project will not result in any new environmental <br /> effects or require new mitigation measures beyond those <br /> identified in the Downtown Precise Plan EIR and adopted <br /> upon approval of the Downtown Precise Plan. No new <br /> environmental document is required. <br /> e. Pursuant to Guidelines section 15091(e), the documents and <br /> other materials that constitute the record of proceedings <br /> upon which the City Council has based its decision are <br /> located in and may be obtained from, the Office of the City <br /> Clerk at 1017 Middlefield Road, Redwood City, California. <br /> The City Clerk is the custodian of records for all matters <br /> before the City. <br /> Section 3. Vesting Tentative Parcel Map TM2013-03: The City Council <br /> finds that: <br /> a. The map, design, and improvements of the proposed <br /> subdivision are consistent with the City of Redwood City <br /> General Plan, the Downtown Precise Plan, the City of <br /> Redwood City Municipal Code, the City of Redwood City <br /> Zoning Ordinance, and all applicable subdivision <br /> improvement requirements; <br /> b.
