09/09/2013 <br /> construction of a single-lane roundabout, which if found feasible after design, <br /> could be substituted in the City Traffic Impact Fee Program (TIF) for option (a). <br /> In either case, the project would contribute its City Traffic Impact Fee. These <br /> facts are described in Draft EIR chapter 7 (Transportation, Circulation, and <br /> Parking) on pages 7-1 through 7-70, Draft EIR appendix 21.3 (Supplemental <br /> Transportation Information), and Final EIR appendix A (Supplemental Traffic <br /> Information), which are hereby incorporated by reference. <br /> Impact: Impact 7-11: Existing Plus Project Impacts on US 101 Freeway Segments. <br /> Traffic generated by the proposed project alone is expected to result in the <br /> following freeway segment operational effects: <br /> ■ northbound US 101 (mixed flow) lanes between Whipple Avenue and SR 92 <br /> (PM)--an additional 4.6 percent of the freeway segment capacity; <br /> • southbound US 101 (mixed flow) lanes between SR 92 and Whipple Avenue <br /> (AM)--an additional 3.0 percent of the freeway segment capacity; and <br /> ■ southbound US 101 (mixed flow) lanes between Whipple Avenue and County <br /> line (PM)--an additional 1.6 percent of the freeway segment capacity. <br /> Mitigation: Mitigation 7-11. Mitigation of these effects to a less-than-significant level would <br /> require construction of an additional mixed flow lane on US 101. Caltrans, which <br /> has jurisdiction over improvements to US 101, has no plans to widen the affected <br /> freeway segments due to right of way limitations. Recent improvements in the <br /> US 101 corridor have added auxiliary lanes between the interchanges from State <br /> Route 92 to Marsh Road. The scheduled construction of auxiliary lanes on US <br /> 101 between Marsh Road and Embarcadero Road would alleviate congestion on <br /> the affected segments to some extent, but would not be sufficient to reduce this <br /> impact to less-than-significant. <br /> Finding: Implementation of Mitigation 7-11 is determined to be infeasible. Therefore, the <br /> impact is expected to remain significant and unavoidable. <br /> Facts in Support of Finding: Implementation of Mitigation 7-11 would require construction of <br /> an additional mixed flow lane on US 101, which is under Caltrans jurisdiction and <br /> for which Caltrans has no current plans due to right of way limitations. The <br /> impact is expected to remain significant and unavoidable. These facts are <br /> described in Draft EIR chapter 7 (Transportation, Circulation, and Parking) on <br /> pages 7-1 through 7-70, Draft EIR appendix 21.3 (Supplemental Transportation <br /> Information), and Final EIR appendix A (Supplemental Traffic Information), which <br /> are hereby incorporated by reference. <br /> Impact: Impact 7-12: Cumulative With Project Impact on Veterans Boulevard/ <br /> Woodside Road Intersection.
