07/28/2014 <br /> 4. In conjunction with the Workers' Compensation Third Party Administrator, <br /> verifies, reviews, rejects, negotiates and settles claims against the City within <br /> established guidelines and recommends the settlement of larger claims. <br /> 5. Authorizes and monitors appropriate medical treatment and vocational <br /> rehabilitation plans and develops designed health facilities to meet legislative <br /> changes to Workers' Compensation regulations. <br /> 6. Advises injured workers of their rights and benefits; answers questions regarding <br /> benefits, eligibility and coverage disputes; and coordinates activities of outside <br /> agencies providing such service as bill review, vocational rehabilitation, <br /> investigation and legal services. <br /> 7. As assigned, investigates employee accidents and injuries; reviews all incoming <br /> employee injury reports and takes appropriate actions; makes recommendations <br /> to prevent recurrences; and prepares statistical reports on employee injuries and <br /> accidents. <br /> 8. Coordinates and establishes procedures to conform with Cal/OSHA, DOT and <br /> other regulatory agencies; advises departments on related requirements and <br /> procedures; evaluates program's effectiveness; inspects City facilities and <br /> initiates corrective actions to ensure safe working conditions. <br /> 9. Reviews, updates and implements the City's Injury and Illness Prevention <br /> Program, plans and coordinates proactive employee health and safety programs <br /> and training in conjunction with the City's employee wellness and benefits <br /> programs. <br /> 10.Manages contracts with the City's Third-Party Administrator, excess insurance, <br /> and safety program service providers; reviews, evaluates, and assists in the <br /> selection of service providers in accordance with the City's service and cost <br /> containment goals. <br /> 11.Maintains a complete and comprehensive record system of claims, expenditures <br /> and related activities, provides periodic updates and reports to City officials and <br /> departmental management. <br /> 12.May act as Human Resources Manager in his/her absence. <br /> 13.Performs related duties as assigned. <br /> JOB RELATED AND ESSENTIAL QUALIFICATIONS <br /> Knowledue of: <br /> ATTY/RES0.3001/CC RE50 TO ESTABLISH NEW CLASSIFICATIONS RE50.#15359 <br /> REV:07-16-14 PT MUFF#903 <br /> Page 12 of 22 <br />
