Applicant shall install a decorative, good neighbor privacy fence between the project <br />site and adjacent properties for review and approval by the Community Development <br />Department <br /> <br />19. Applicant shall ensure that the private street, shared parking spaces, individual <br />driveways and individual front walkways are constructed of pervious materials and <br />that the overall project meets NPDES requirements. The applicant shall submit details <br />regarding the materials proposed to be used for the review and approval by the <br />Engineering and Transportation Division. Per the current C.3 Regulations, the <br />pervious pavers do not qualify as “self-treating” if the ground water table at the site is <br />within 10 feet of the base of the pavement section, which is the case for this site (as <br />indicated in the Geotechnical Report by BAGG, dated June 27, 2006). Therefore, <br />while the use of pervious pavers is recommended in order to slow the rate of runoff <br />from the site, the stormwater runoff from the previous paver area must be treated by a <br />means that meets the requirements of the current C.3 standards. Alternatively, if the <br />applicant can demonstrate that the groundwater table presented in the 2006 BAGG <br />geotechnical report is not representative of the project site; or can demonstrate a <br />method of using the permeable pavers which meets with the criteria of a “self- <br />treating” area as presented in the C.3 Technical Guidance, the requirement for <br />further stormwater treatment for the private roadway will not be required. <br /> <br />20. Prior to submittal of the construction drawings, the applicant shall submit a current <br />geotechnical report for the site, dated within 6 months of the submittal of <br />construction drawings. Alternatively, the applicant may submit a letter from the <br />geotechnical engineer stating that the site conditions and subsequent <br />recommendations given in the original geotechnical report still apply. <br /> <br />21. The houses located on the lots that directly abut Cordilleras Creek shall be <br />constructed outside of the 25’ creek protection setback area. <br /> <br />22. The applicant shall install bank erosion protection measures consisting of minimally <br />invasive construction techniques per mitigation measure GEO-4 of the EIR for the <br />project. Said protection measures shall be installed prior to the recordation of the <br />Final Map, or the installation of such measures shall be included within the <br />Improvement Agreement. <br /> <br />23. The applicant shall be responsible for providing enhanced landscaping along the <br />creek, which shall include planting additional native trees and vegetation to promote a <br />more natural character to the creek. Prior to or in conjunction with the filing of <br />improvement plans for the site improvements, the applicant shall submit detailed <br />landscaping plans for review and approval by the Community Development <br />Department for the enhanced landscaping, include all vegetation removal, any <br />grading, proposed species and specimen sizes, location of planting, temporary and <br />permanent irrigation. <br /> <br />
