05/08/2017 <br />All equipment used for the removal of French broom or other invasive plants <br />shall be cleaned before being used at another, non -infested part of the site. <br />Finding: Implementation of Mitigations BIO -4, BI0-5 and BI0-6 would reduce the project - <br />related impact to trees and the potential spread of invasive, non-native plants on the site during <br />construction to a less than significant level. <br />Facts in Support of Finding: These mitigation measures are consistent with best <br />management practice to protect and replace trees impacted during construction and <br />prevent the spread of invasive non-native plants on the site. Tree protection measures <br />will be under the direction of the City Landscape Architect and equipment is required to be <br />cleaned before use in another part of the site to prevent the spread of invasive plants. <br />Replacement trees are required to be replaced at a ratio of three new trees for each native <br />tree removed and one new tree for each non-native tree removed and the replacement <br />planting shall be limited to native plants. The replacement trees are required to be planted <br />within 12 -months of project completion. These measures will ensure the site is replanted with <br />sufficient native plantings to mitigate the removal of existing trees. <br />Geologv and Soils <br />Impact: GEO-1: Construction may impact slope stability for both temporary cuts slopes <br />during construction and the long-term stability of the permanent cut slopes <br />under seismic conditions. <br />Mitigation: GEO-1: Prepare a detailed geotechnical report to address slope stability and <br />follow the geotechnical engineer's recommendations in the design of the project <br />to achieve acceptable factors of safety under seismic conditions. <br />Finding: Implementation of Mitigation GEO-1 would reduce the project related construction <br />and long-term stability of slopes to a less than significant level. <br />Facts in Support of Finding: The geotechnical report will evaluate the hillside soil conditions <br />and provide detailed engineering recommendations to address slope stability during <br />construction and throughout the life of the project. The evaluation will also recommend <br />measures for the retaining walls to withstand saturated soil conditions on a steep hillside. <br />Implementing the recommendations of the geotechnical report will reduce the potential <br />impact associated with development in the hillside. <br />Hazards and Hazardous Materials <br />Impact: HAZ-1: The use or accidental release of hazardous materials at the project <br />site could expose the public or environment to significant hazards. <br />Mitigations: HAZ-1: The following measures, as listed in the ProTech Consulting & <br />Engineering report titled Pre-Demolition/Renovation Asbestos & Lead Survey & <br />Evaluation, shall be implemented during demolition activities associated with the <br />existing pump station: <br />Prior to demolition, the loose and peeling exterior Lead Based Paint shall be <br />Page 7 of 28 <br />ATTY/ RESO.0043/CC RESO HILLSIDE ALTERNATIVE PROJECT RESO.
