Facts in Support of Finding: This mitigation measure appropriately identifies the <br />Basic Construction Mitigation Measures developed by BAAQMD that would be implemented <br />through all construction contracts and specifications for the proposed project. <br />Impact AIR -2: Operation of the proposed project would expose future residents of <br />the project site to toxic air contaminants. <br />Mitigation AIR -2: The following measures shall be implemented by the project <br />applicant and approved by the City through the final design process to reduce TACs and <br />particulate matter indoors to a level sufficient to achieve compliance with BAAQMD health <br />risk thresholds: <br />The project applicant shall provide an HVAC system with a control efficiency <br />sufficient to result in a reduction of a minimum 80.0 percent of particulates of 2.5 <br />microns or less, such as Minimum Efficiency Reporting Value (MERV)-13 filters or <br />greater, for indoor air filtration systems . The ventilation system shall be certified to <br />achieve the stated performance effectiveness from indoor areas. <br />The project applicant shall locate all air intakes as far away from US 101 as feasible. <br />The project applicant shall disclose to potential occupants of the project that the <br />proximity of the project site to the freeway could result in increased long-term health <br />risks. The disclosure shall indicate the specifications for the installed air filtration <br />system. <br />Finding: Implementation of Mitigation Measure AIR -2 would reduce the project - <br />related impacts related to exposing future residents of the project site to toxic air <br />contaminants to a less -than -significant level. <br />Facts in Support of Findina: This mitigation measure appropriately identifies <br />measures in accordance with best management practices to reduce potential TACs and <br />particulate matters indoors and to disclose to potential occupants of the project's potential <br />long-term health risks related to its proximity to the freeway. <br />NOISE <br />Impact NOI-1: The proposed project and the project variant would locate residential <br />land uses in an area that, based on the City's Noise and Land Use Compatibility Guidelines, <br />is generally considered an unacceptable noise environment for residential land uses. <br />Mitiaation NOI-1: Prior to issuance of building permits, the applicant shall prepare <br />an acoustical study that demonstrates how residential units will meet the habitable room <br />noise insulation standard of 45 dBA CNEL. The residential units shall include design <br />features such as the following, or others approved by the City after review of the acoustical <br />study, to the extent necessary to meet the 45 dBA CNEL standard for each unit: <br />• In order for windows and doors to remain closed, provide mechanical ventilation <br />such as air conditioning. <br />• Install windows and glass doors rated STC 33 or higher in all units within 170 feet of <br />US 101. <br />ATTY/RESO.0035/CC RESO CERTIFYING FINAL EIR-1548 MAPLE <br />REV: 04-30-18 PR <br />Page 13 of 49 <br />RESO.
