Up <br />off-site creation of new seasonal wetlands at an appropriate <br />to 0.056 acres could be affected <br />mitigation site; or (2) purchase of credits at an approved <br />by the proposed project and an <br />off-site mitigation bank. <br />additional 0.137 acres could be <br />affected by the project variant. <br />If the mitigation is to be accomplished by creating new <br />wetlands at an off-site location owned or otherwise <br />controlled by the applicant, the applicant shall prepare and <br />implement a wetland mitigation and monitoring plan <br />(MMP) detailing the mitigation design, wetland planting <br />design, maintenance and monitoring requirements, <br />reporting requirements, and success criteria. Mitigation <br />wetlands shall be monitored for a minimum of five years to <br />verify that the success criteria have been achieved. The <br />applicant shall also provide financial assurances for the <br />operation and monitoring of the created wetlands. <br />The MMP shall be approved by the Regional Water Board <br />and the City prior to approval of the Final Map. <br />The purchase of mitigation credits from the mitigation bank <br />would accomplish the goal of the California Wetlands <br />Conservation Policy ("No Net Loss Policy;" Executive <br />Order W-59-93) to "ensure no overall net loss and achieve a <br />long-term net gain in the quantity, quality, and permanence <br />of wetlands acreage and values in California."
