10/22/2018 <br />13. Serves as a lead manager on the project team for debt issuance for capital projects. <br />14. Collaborates with the Risk Manager and Public Works Services staff in <br />recommending and implementing actions to reduce the City's liability over claims <br />associated with capital infrastructure or capital assets. <br />15. As related to the CIP, plans, directs, implements, and evaluates the preparation and <br />distribution of periodic financial statements, budgets, forecasts and trend analyses, <br />revenue and expenditure projections, cash management and cash flow analyses, <br />and other financial activities in accordance with Generally Accepted Accounting <br />Principles (GAAP) and federal, state, and local laws and policies. <br />16. Participates in the development and implementation of policies and priorities, and <br />develops and standardizes procedures and methods to improve the efficiency and <br />effectiveness of assigned functions; identifies opportunities for improvement and <br />makes recommendations related thereto. <br />17. Provides information to other City departments and divisions regarding the policies <br />and procedures of assigned functions; interprets policies and procedures for <br />departments. <br />18. Monitors and analyzes changes in regulations that may affect assigned functions <br />and operations; recommends and develops changes to department and City policies <br />and procedures as needed pursuant to changes in regulatory requirements; <br />implements changes after approval. <br />19. Attends and participates in professional group meetings; stays abreast of new trends <br />and innovations related to the areas of assignment; researches emerging products <br />and enhancements and their applicability to City needs. <br />20. Independently administers assigned programs and projects including coordinating <br />work with other City departments and divisions as well as regulatory agencies and <br />external stakeholders. <br />21. Receives, investigates, and responds to difficult and sensitive problems and <br />complaints in a professional manner; identifies and reports findings and takes <br />necessary corrective action. <br />22.
