Develops and implements the Human Resources Department goals, objectives, <br />policies and programs in accordance with City policies, goals and objectives. <br />3. Develops and makes recommendations to the City Manager, Assistant City <br />Manager, and operating departments regarding the creation, revision, or <br />abolishment of Human Resources rules policies and procedures. <br />4. Supervises staff performing Human Resources Department functions, schedules <br />activities and sets work priorities, provides staff development and evaluates work <br />performance. <br />5. Directs and administers employee relations activities including contract <br />interpretation, grievance process administration, progressive discipline, facilitates <br />negotiation of new and revised policies and procedures, and maintains ongoing <br />communication with employee unions and associations. <br />6. Consults with the Assistant City Manager, department and division heads, <br />employee representatives and others on matters related to policy interpretation, <br />discipline, grievances and other personnel practices and matters. <br />7. Interacts with and counsels employees on job-related problems, appeals, and <br />grievance rights, and other issues of general concern. <br />Develops, directs, and administers the City's classification and compensation <br />systems including recommending the adoption or elimination of classifications, <br />recommending salaries, conducting compensation and benefit surveys, and <br />participating in the development of related strategies for labor negotiations. <br />9. Directs and administers a comprehensive recruitment, selection, orientation and <br />onboarding program in accordance with applicable local, state and federal rules <br />and regulations; develops and promotes the City's "employment brand." <br />10. Oversees the City's Workers' Compensation and safety programs, maintains the <br />City's Injury and Illness Prevention Program (IIPP), ensures compliance and <br />performs all related functions. <br />11. Directs and administers a comprehensive employee benefits program, administers <br />contracts and plan documents, and monitors the work of third party administrators. <br />12. Develops and administers City-wide development and training programs, and <br />employee wellness programs. <br />13. Performs required duties under the City's disaster response plan. <br />14. Administers and directs the City's EEO programs and oversees and/or conducts <br />investigations of alleged harassment or discriminatory conduct, represents the City <br />
