Plans, develops, administers and coordinates a City-wide employee development, <br /> educational and skills training program; assesses needs, develops and monitors the <br /> program budget and provides for the dissemination of information regarding <br /> courses and s~minars to managers and employees. <br /> <br />EXAMPLES OF ESSENTIAL AND IMPORTANT DUTIES <br /> <br />3. Locates training contractors to provide special courses; monitors course <br /> participation and evaluates both educational and cost effectiveness of <br /> presentations; personally develops and provides training to City staff in areas <br /> related to diversity, equal employment opportunity, affirmative action, sexual <br /> harassment and other arenas as assigned. <br /> <br />4. Plans, develops, administers and coordinates a City-wide equal employment <br /> opportunity, affirmative action and employee diversity program; works closely <br /> with department to ensure that the goals and objectives of the program are <br /> understood and that program policies are followed. <br /> <br />5. Assists with the implementation of programs and policies regarding accessibility <br /> and reasonable accommodation for persons with disabilities. <br /> <br />6. Analyzes City-wide and departmental policies and procedures to ensure <br /> compliance with state and £ederal laws, regulations and City policies; monitors <br /> changes in the laws and regulations, evaluates their impact upon City activities and <br /> makes recommendations for compliance. <br /> <br />7. Investigates complaints of discrimination both internally and from external <br /> regulatory agencies; makes recommendations to the Director of Human Resources; <br /> work with legal staff and others to prepare appropriate responses. <br /> <br />8. Assists managers, supervisors and employees in problem identification and <br /> resolution; may represent the City in an outreach and informational context related <br /> to areas of assignment. <br /> <br />9. Researches, compiles and summarizes a variety of information to prepare periodic <br /> and special reports related to assigned functions; prepares correspondence and <br /> a variety of reports and written materials; maintains accurate records and files. <br /> <br /> 10. Performs generalist Analyst support work for assigned City departments. <br /> <br /> <br />
