<br />the project or application, including time spent supervising or <br />reviewing the work of any consultants or contract planners hired to <br />process the application. The cost of time for each City staff person <br />shall be calculated using the methodology detailed in the preceding <br />definition of Billing Rate. <br /> <br />2. <br /> <br />If the Planning Director determines that the project requires the use of <br />a consultant, special legal counsel and/or a contract planner, the <br />deposit will include either the amount of a proposal from a consultant, <br />special legal counsel and/or contract planner or a reasonable estimate <br />of the cost for the services of a consultant, special legal counsel and/or <br />contract planner during the Project Review Period. <br /> <br />3. <br /> <br />Estimated City costs associated with legal advertising required for the <br />project. <br /> <br />4. <br /> <br />A contingency factor of fifteen percent (15%) of the total of sections D. <br />1. 2. and 3. above. <br /> <br />E. Process <br />1. Initial Contact <br />When a proponent for a Minor project first contacts staff, the planner will <br />determine if the proposed project meets the definition of Minor Project. If the <br />project is a Minor Project as defined by this Policy, the applicant will be <br />required to pay for whatever fees the project requires; or the applicant shall <br />pay the defined Initial Deposit and any subsequent Application Deposit. Staff <br />involved in the review shall bill actual time spent on the project at the Billing <br />Rates in existence at the time of the work performed. <br /> <br />2. Notice of Application Deposit <br />Based upon the initial review the application may require a larger sum than <br />the Initial Deposit to complete the project approval process. This larger sum is <br />the Application Deposit. If this is the case the Planning Director shall, within <br />twenty-five (25) calendar days of submittal of the application(s), advise the <br />applicant in writing of the amount of the Application Deposit. If funds <br />remain from the Initial Deposit, these may be retained by the City and <br />subtracted from the Application Deposit, at the discretion of the applicant. <br /> <br />3.
