<br />12/17/2007 <br /> <br />roadway and circulation aisle widths, turning radii, and turnaround dimensions, the Project's <br />internal vehicular circulation system could include substantial safety hazards and emergency <br />access deficiencies, representing a significant impact. <br /> <br />Mitigation 7-13: The Project's final internal circulation system shall incorporate <br />the following minimum standards: <br /> <br />1. all two-way circulation aisles shall be a minimum of 24-feet wide; <br /> <br />2. all one-way circulation aisles providing access to any 60-degree parking <br />shall be a minimum of 16-feet wide; <br /> <br />3. turning templates shall be applied to the final detailed site plans to ensure <br />that vehicles can negotiate all required turning movements; <br /> <br />4. since moving vans will need to access buildings at the south end of the <br />site, the internal circulation system shall be designed to safely and <br />conveniently accommodate these vehicles; <br /> <br />5. dead-end circulation aisles are not desirable; turnarounds shall be <br />provided at all dead-end parking aisles, some of which are already shown <br />on the preliminary site plan; <br /> <br />6. the internal circulation plan shall be subject to review and approval by the <br />City to ensure that adequate emergency access is provided; <br /> <br />7. direct sidewalk connections shall be provided between all buildings; and <br /> <br />8. all sidewalks should meet Americans with Disabilities Act (ADA) and City <br />design standards. <br /> <br />Findings: Implementation of these measures is feasible and would reduce this <br />potential internal circulation impact to a less-than-significant level. <br /> <br />I. Potentiallv Inadeauate Proiect Parkina Provisions <br /> <br />Potential Impact 7-14: In order for the project to comply with City parking <br />requirements and meet other applicable parking design standards and common practice, <br />parking for all project residential units, commercial activities, and recreational provisions would <br />have to be contained on-site, in numbers and configurations which are sufficient to meet peak- <br />period parking demands for these project uses and which are within convenient proximity to <br />users. The project parking provisions must also be designed and managed to meet the parking <br />control and security concerns of the City. <br /> <br />Based on City code requirements, the proposed project would be required to <br />provide 2,052 parking spaces. The project, as proposed, would provide 1,966 parking spaces, <br />a shortage of 86 spaces; a portion of this shortage is assumed to be eliminated by Peninsula <br />Park residents walking to the on-site neighborhood-serving retail and restaurant uses. <br /> <br />Alty/Reso/Reso.1772 <br />121707 <br /> <br />14 <br /> <br />14829 <br />Muff# 613 <br />
