04/27/2009 <br />WHEREAS, there has been prepared by the Planning Manager a Notice of <br />Determination ination determ ni that the proposed Community Development Block Grant <br />Program and approval of the Consolidated Plan, as set forth in the Application, is <br />exempt from the requirements of NEPA and CEQA as a ministerial project and does not <br />have a significant effect on the environment, and a notice of such determination has <br />been filed with the County Clerk of San Mateo County; and <br />WHEREAS, are Executive S rrmaryand a 5 -day Request forCitizen Comment <br />on the draft plan have been published for citizen comment prior to for the <br />documents to Council for approval; and <br />WHEREAS, n March 4, 2009, the Housing and Human Concerns Committee <br />completed funding recommendations for C EG and HOME and approved the final <br />Action Plan on April 8, 2009; and <br />WHEREAS, on March 17, 2009, the Planning Commission reviewed the capital <br />projects included in the Action Plan and concurred that the activities conform to the <br />City's General Plan; and <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br />has followed its Citizen Participation Plan as part of the process for determining hover the <br />grant funds herein referenced will be used, and <br />WHEREAS, on April 27, 2009, the Council then held a public hearing as to all <br />ratters included in the staff report of the same date; and <br />WHEREAS, this Council desires to approve the Action Plan, the Application for a <br />Community Development ment Elo Grant, HOME Investment Partnership Grant and <br />T /RES /RE.1 <br />042109 <br />14934 <br />MIFF #404 <br />2 <br />
