<br />ATTACHMENT 5 7A <br /> <br />The project demonstrates five of the features outlined above: 1) superior architecturcrage 48 <br />design within the context of a mixed-use transit corridor; 2) six affordable moderate- <br />income housing units; 3) public/community facilities include new and widened sidewalks <br />and street tree/planter amenities; 4) as an infill (vs. urban sprawl) development, the <br />project also makes efficient use of existing water, sewer and transportation <br />infrastructure. Because the project is a transit-oriented development (TOO) that is within <br />walking distance to transit, employment and commercial conveniences, it is also the <br />type of "smart growth" development that is expected to reduce auto reliance, energy <br />consumption and global warming; and 5) TOM features include: on-site bicycle storage <br />and on-site bus passes that will be available to project residents since the project is <br />within 50 feet of a SamTrans bus stop. <br /> <br />While the project does not make innovative use of shared parking, it does provide <br />subterranean and at-grade parking that exceeds the City's Parking Ordinance standards <br />and that is architecturally wrapped with lobby space and other architecturally aesthetic <br />treatments (vs. unadorned podium-style parking). In total, staff considers that this <br />project provides five of the six features where only three are required to qualify for an <br />increased density. <br /> <br />Zoning Map Amendment: The project requires a Zoning Map Amendment from CG-R <br />(General Commercial with Residential Combining) to "P" (Planned Community) District. <br />The proposed Zoning Amendment is consistent with the following City goals, policies <br />and practices: <br />. Redwood City's goal to meet its draft Association of Bay Area Government's <br />regional housing needs allocation assignment for 2007-2014 (per State Housing <br />Element law) to provide 418 very-low, 300 low, 345 moderate and 760 above- <br />moderate income housing units for a total of 1,832 units. <br />. General Plan Housing and Circulation Element policies that promote the creation <br />of higher density housing opportunities along the City's two transit corridors, <br />Woodside Road and EI Camino Real. <br />. Zoning standards that support and promote high density housingl mixed-use <br />development along EI Camino Real and Woodside Road and density bonuses for <br />affordable units. <br />. Smart growth practices that encourage infill projects that make efficient use of <br />existing infrastructure (transit, water and sewer) and nonrenewable energy <br />resources (I.e. the site is located within walking distance to transit, employment <br />and commercial services that is expected to reduce auto reliance, energy <br />consumption and global warming;) and that provide TDM incentives such as <br />bicycle storage and on-site bus passes. <br /> <br />ENVIRONMENTAL REVIEW <br />Adopted Mitigated Negative Declaration: On November 28, 2006, the Planning <br />Commission held a public hearing and adopted the Mitigated Negative Declaration <br />prepared for the Precise Plan, Zoning Map Amendment, and the associated project and <br />recommended Precise Plan approval to the City Council. With implementation of the <br />mitigation measures identified in the Mitigated Negative Declaration, it was determined <br />that all identified impacts would be reduced to less than significant. <br /> <br />Addendum to Adopted Mitigated Negative Declaration: The City's environmental <br />consultant, Impact Sciences, has prepared an Addendum to the Mitigated Negative <br />
