<br />ATTACHMENT 5 7A <br /> <br />Declaration to address project revisions that have occurred since the Mitigated Negativfage 49 <br />Declaration was adopted. The Addendum has been prepared in accordance with <br />CEQA Guidelines Section 15164 and 15162. <br /> <br />In addition to analyzing the proposed project revisions, the Addendum also includes and <br />addresses correspondence received from responsible agencies on the adopted <br />Mitigated Negative Declaration. Between December 2006 and January 2007, the City <br />received three letters from state agencies after the Planning Commission's action on <br />November 28, 2006: two letters from the Department of Transportation (Caltrans) and <br />one letter from the Department of Toxic Substance Control (DTSC). The City is not <br />required to respond to letters received after the comment period; however, Redwood <br />City has traditionally done so to be responsive to state agencies. These letters of <br />response are summarized as follows: <br /> <br />. December 12, 2006 letter from Caltrans: Most of the comments are of a standard <br />nature about project review and typical conditions of approval and standard <br />practices. One comment was made about the traffic analysis itself, specifically with <br />respect to the addition of 12 to 14 U-turns during the PM peak hour at the <br />signalized intersection of Kentfield and Woodside Road. The City's traffic engineer <br />and the traffic consultant to the City for this project, Hexagon Transportation <br />Consultants, reviewed the comment and determined that this level of additional <br />traffic would have a negligible effect on the intersection operations and that a <br />response to this Caltrans letter was not warranted. Since that time, the City's traffic <br />consultant prepared a revised Traffic Study that analyzes the project's revised <br />Woodside Road access point. The Study concludes that the project, as revised, <br />does not create new significant or more severe traffic-related impacts including <br />impacts that could be associated with the U-turn movement described by Caltrans. <br /> <br />. January 4, 2007 letter from Caltrans: This letter contains a comment regarding <br />stormwater run-off. The Mitigated Negative Declaration included a mitigation <br />measure that addresses this issue; this measure is applicable to the revised <br />project, as shown in the MMRP. Furthermore, drainage and grading plans are <br />subject to review and approval by the City's Engineering and Construction Division. <br />The City Engineer will ensure that communication with Caltrans proceeds as is <br />customary for construction along State Highways. <br /> <br />. November 22,2006 letter from Department of Toxic Substance Control (DTSC) that <br />City staff received in December 2006: DTSC had questions about the historic use <br />of the property and if soil sampling had been conducted. This letter was replied to <br />on behalf of the City by Remediation Testing and Design (RTD) on February 13. <br />2007. DTSC had no further comment. <br /> <br />. On March 2, 2007, Geomega Inc., consultant to the applicant, submitted a human <br />health risk assessment report to San Mateo County Health. County Health <br />reviewed the assessment and on April 2, 2007 provided a written response that the <br />assumptions and methodology of the assessment were reasonable. They approved <br />the management plan with conditions and had some additional questions for the <br />applicant that were responded to in a letter by Remediation Testing and Design <br />dated April 4, 2007. The review process and oversight by County Health are <br />standard for sites involving contamination. <br /> <br />. Revised Traffic Study: The project's redesigned Woodside Road access is <br />analyzed in a revised Traffic Study prepared by the City's traffic engineer, Hexagon <br />
