<br />ordinance shall seek the cooperation of persons subject to its <br />terms and provide for incentives to participation but shall <br />contain enforcement provisions and fees. The ordinance shall <br />provide for the accumulation of information from participants <br />regarding implementation and effect of the TSM programs. The <br />ordinance may contain other provisions. <br />5. Board of Directors. Each particpating city shall appoint <br />one Council Member to serve on the Board of Directors. The Board <br />shall elect one of its members to serve as Chairperson. The Board <br />shall meet as needed, but at least quarterly: shall determine <br />policies and standards for implementation within the framework of <br />the city TSM ordinances; shall provide general policy direction to <br />the Advisory and Appeals Committee and the Supervisory Committee; <br />shall work to maintain the uniformity of the ordinances adopted by <br />the participating cities: shall review the Authority's progress <br />and accomplishments: and shall attempt to resolve any intercity <br />problems hindering the success of the Project. <br />6. Advisory and Appeals Committee. This Committee shall <br />have members appointed as follows: One representative from the <br />business community appointed by each City Council; one member <br />appointed by the San Mateo County Economic Development <br />Association; and one member appointed jointly by the Chamber of <br />Commerce in the participating cities. Members shall serve at the <br />pleasure of their appointing authority. The Committee shall elect <br />one of its members to serve as Chairperson. The functions and <br />responsibilities of this Committee are set forth in the TSM <br /> <br />2943G <br /> <br />-3- <br /> <br />11001 <br />
