ORDINANCE NO. 2413 AN ORDINANCE OF THE CITY OF REDWOOD CITY AMENDING SECTIONS 12.18 AND 12.15 OF THE CITY FIRE CODE AND SECTION 9.3 OF THE CITY BUILDING CODE TO REQUIRE AUTOMATIC SPRINKLER SYSTEMS IN MULTI-UNIT RESIDENTIAL BUILDINGS OF FOUR UNITS OR MORE AND TO MAKE VIOLATIONS OF THIS REQUIREMENT A MISDEMEANOR THE COUNCIL OF REDWOOD CITY ORDAINS AS FOLLOWS: Section 1. The City Council makes the following findings: 1. In recent years, the City has suffered a number of devastating fires to multi residential buildings lacking Automatic Sprinkler Systems (as defined in the 2013 California Fire and Building Codes at Section 202, "General Definitions') resulting in death, injury, property loss, and loss of certain housing stock.

06/08/2015 <br />903.2.13. Automatic Sprinkler Systems. <br />In addition to the requirements for Automatic <br /> <br />Sprinkler Systems in this Code or the provisions of any other Code of the City, approved <br /> <br />Auto matic Sprinkler Systems shall also be installed in the following buildings or <br /> <br />structures: <br /> <br />(a) New Buildings: All new buildings or structures with a total floor area of three <br />thousand (3,000) square feet or more. <br />(b) Existing Buildings: (i) Group R - 3 occupancy d wellings and structures which add <br />one thousand (1,000) square feet or more floor area, or are demolished to the <br />foundation or structural framework; (ii) all other buildings or structures which add <br />floor area so that the floor area of the existing building plus the floor area of the <br />addition is three thousand (3,000) square feet or more. <br />(c) Change in Occupancy Group: When there is a change in occupancy group or <br />use from a less hazardous to a more hazardous occupancy group or use. <br />(d) Limited area sprinkler systems: Existing Group R - 2 occupancies, (apartment <br />buildings) that have ground level, open parking garages, located below <br />apartment units, and have direct access to a public way, will be required to install <br />such a system as per sect ion 903.3.5.1.1, when a permit for the installation of a <br />new roof (re - roof), has been issued by the City of Redwood City. Limited area <br />sprinkler systems are exempt from fire department fees and are permitted to be <br />supplied off of the buildings domestic wa ter system. <br />(e) Effective July 1, 2020, all multi - unit residential buildings , regardless of when <br />constructed , classified as R - 2 as defined by the State of California Building Code, <br />with four units or more and lacking a City permitted Automatic Sprinkler System. <br />In recognition that m ulti - unit residential buildings permitted prior to July 1, 1989, <br />were not required to install Automatic Sprinkler S ystems, the Fire Marshal may <br />approve alternative methods and means of fire suppression when requested by a <br />property owner, provided that the Fire Marshal finds that the requested <br />alternative method and means meets the intent of this section and serves to <br />preserve and promote life, health and safety. <br /> <br />Section 4. <br /> Section 12.15 of Chapter 12 – Fire Prevention, of the City Code, is <br />amended to read as follows: <br />Sec. 12.15. - SECTION 109.4 AMENDED: <br />Section 109.4 is hereby amended to read as follows: <br />109.4 Violation penalties. <br /> Persons who shall violate a provision of this code or <br />shall fail to comply with any of the requirements thereof or who shall erect, install, <br />alter, repair or do work in violation of the approved construction documents or <br />directive of the fire code official, or of a permit or certificate used under provisi ons <br />of this code, shall be guilty of an infraction, punishable as specified in subsection <br />1.7B of the Municipal Code. Each day that a violation continues after due notice <br />has been served shall be deemed a separate offense.
