garage, and commemial retail space thereon by the Development Team will <br />assist in the elimination of blight from the Project Area, provide housing for Iow or <br />moderate income persons, and is consistent with the implementation plan for the <br />Project Area adopted pursuant to Health and Safety Code section 33490. Said <br />findings are based on the following facts and cimumstances: <br /> <br /> (a) The Project Site has been unused or partially unused and <br /> <br /> unproductive for several years and, more recently, has only been <br /> used as a parking lot. <br /> <br /> (b) The construction on the Project Site of eighty-one (81) affordable <br /> housing units along with ground level commemial retail spaces will <br /> have a positive economic and socially desirable effect within the <br /> Project Area.. <br /> <br /> (c) The Project is conclusively of benefit to the Project Area pursuant <br /> <br /> to the provision of sections 33070, 33071, and 33334.2(g) of the <br /> Health and Safety Code, stating the findings and declaration of the <br /> people of the State of California acting through their legislature, <br /> that the expansion of the supply of housing affordable to persons in <br /> families of Iow income and moderate income, and the replacement <br /> of such housing where removed as part of a redevelopment <br /> project, are fundamental purposes of redevelopment, and are <br /> always deemed to be of benefit to a Project Area. <br /> <br /> 2. This Council hereby finds that the consideration to be received by the <br />Agency from the sale of the Project Site to the Development Team, is not less <br /> <br />Reso-20 3 <br /> <br /> <br />
