" (b) The Director of Public Works may attach such condi- tions to the granting of variances as he deems neces- sary to further the purpose of this chapter. "Section 41.18. Exception of Historic Sites from Variance Requirements. Variances may be granted for reconstruction, rehabi- litation or restoration of structures listed on the National Regis- ter of Historic Places or the State Inventory of Historic Places, without regard to the requirements and procedures for the grant- ing of variances as hereinbefore set forth in this chapter. "Section 41.19. Notice to Variance Holder. All applicants -------~ to whom a variance is granted shall be given written notice that the issuance of a variance to construct a structure below the base flood level will result in increased premium rates for flood insur- ance and that such construction below the base flood level increases risks to life and property. "Section 41.20. Penalties. It is unlawful for any person to violate any provision or fail to comply with any requirement of this chapter. Any person violating any provisions of this chapter or failing to comply with any of its requirements shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished as set forth in chapter 1. 7 of this code. Nothing herein contained shall prevent the city or other appropriate authority from taking such other lawful action as is necessary to prevent or remedy any violation. "Section 41.21. Appeals. Any person aggrieved by any deci- sion, determination or action of any office or employee of the city in the administration of the provisions of this chapter may appeal such determination, decision or action to the City Council in accordance with the provisions of this section. Every request for an appeal hereunder shall be in writing and filed with the City Clerk within seven (7) days of the final determination, decision o~ action being appealed. Such request -9-
