The City Collector may <br />refer an application for a parking meter loading zone hood <br />to the Police Department for a determination as to whether <br />traffic and parking conditions indicate a need to limit <br />parking as described in Section 20.161. <br /> "If an application has been denied or revoked under <br />Section 20.167, the applicant may appeal the denial or <br />revocation to the City Council. <br /> "Section 20.164. Specifications; To Remain Property of <br />City; Numbering. The parking meter loading zone hood shall <br />consist of a hood of sufficient size to cover the parking <br />meter head, shall be equipped with a locking device, and <br />shall have the words 'Parking for Loading Only' printed on <br />the hood in lettering as large as the space on the hood will <br />permit. The hood shall remain the property of the City of <br />Redwood City. <br /> "The City Collector may require each hood to be <br />numbered or otherwise identified and may print thereon the <br />hours during which it may be utilized. <br /> "Section 20.165. Where to be Used. Parking meter <br />loading zone hoods shall be used only in the immediate <br />vicinity of the business for which issued. <br /> "Section 20.166. Fee; Payment in Advance.
