Desiring to increase the pool of qualified firms for temporary administrative workers, in August <br />2019, the Community Development and Transportation Department (Department) issued a Request for <br />Proposals (RFP) for as -needed and on-call services. <br />ANALYSIS <br />The Department received responses from nineteen staffing agencies: <br />Table 1: List of Staffing Agencies <br />AppleOne <br />Insight Global <br />Search Pros <br />Atrium <br />Josephine's Professional Staffing <br />SoftHQ <br />BOLT Staffing <br />Manpower <br />Spearhead <br />E -Solutions <br />Nelson <br />Staffactory <br />HB Staffing <br />Omega Solutions <br />Tech Firefly <br />Honorvet <br />Q -Sols <br />Infojini <br />Robert Half <br />The Department Staff reviewed the proposals and determined three firms to have satisfactorily met the <br />requirements of the RFP. The recommended firms demonstrated an understanding of the City's needs <br />and processes, and have experience working with similar cities providing similar services. AppleOne <br />Employment, HB Staffing Services, and BOLT Staffing Services were selected as the most qualified to <br />provide temporary administrative staffing services. The Department Staff began negotiations with the <br />three staffing agencies in September and have come to agreeable terms with all three. <br />The Community Development and Transportation Department is responsible for ensuring quality <br />development, construction and safety standards by processing building permit applications, reviewing <br />development plans, enforcing zoning ordinances, and conducting building inspections. The routine <br />workload for the Department requires a full staff in order to maintain timeliness and meaningful project <br />completion. <br />Expenditures for the temporary staffing services shall be paid from the Building Regulation's Reimbursed <br />Professional Services and from the temporarily vacant permanent positions. The funding from vacant <br />permanent positions are through a vacant Planning Secretary position, a vacant Permit Technician <br />position, and a vacant Permit Technician position. Staff intends to fill the vacant positions with regular <br />City employees.
