6.B. - Page 2 of 42
services. Desiring to increase the pool of qualified firms for temporary administrative workers, in August
2019, the Community Development and Transportation Department (Department) issued a Request for
Proposals (RFP) for as -needed and on-call services.
ANALYSIS
The Department received responses from nineteen staffing agencies:
Table 1: List of Staffing Agencies
AppleOne
Insight Global
Search Pros
Atrium
Josephine's Professional Staffing
SoftHQ
BOLT Staffing
Manpower
Spearhead
E -Solutions
Nelson
Staffactory
HB Staffing
Omega Solutions
Tech Firefly
Honorvet
Q -Sols
Infojini
Robert Half
The Department Staff reviewed the proposals and determined three firms to have satisfactorily met the
requirements of the RFP. The recommended firms demonstrated an understanding of the City's needs
and processes, and have experience working with similar cities providing similar services. AppleOne
Employment, HB Staffing Services, and BOLT Staffing Services were selected as the most qualified to
provide temporary administrative staffing services. The Department Staff began negotiations with the
three staffing agencies in September and have come to agreeable terms with all three.
The Community Development and Transportation Department is responsible for ensuring quality
development, construction and safety standards by processing building permit applications, reviewing
development plans, enforcing zoning ordinances, and conducting building inspections. The routine
workload for the Department requires a full staff in order to maintain timeliness and meaningful project
completion.
Expenditures for the temporary staffing services shall be paid from the Building Regulation's Reimbursed
Professional Services and from the temporarily vacant permanent positions. The funding from vacant
permanent positions are through a vacant Planning Secretary position, a vacant Permit Technician
position, and a vacant Permit Technician position. Staff intends to fill the vacant positions with regular
City employees. However, due to the current vacancies, there is a need for additional staffing for
administrative services in the Department.
MWIN& IL-
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
12
