Typically, resources to process <br />projects requiring General Plan Amendments are funded by the developer. The City Council would then <br />decide which of those projects, if any, should be reviewed concurrently. It is also important to note that <br />the environmental analysis under CEQA required for these projects will create a large burden on staff <br />resources as well. It is challenging for staff to manage and review several large complex Environmental <br />Impact Reports (EIR) concurrently, especially if those EIRs are examining similar geographic areas. In <br />addition, multiple EIRs creates a burden for the community to be asked to review and comment on several <br />complex EIRs within the same timeframe. <br />This process would allow property owners to receive City Council feedback on whether their proposal <br />would be studied further, and would allow staff to focus on the priorities set by the City Council. <br />FISCAL IMPACT <br />Following a City Council recommendation, staff will prepare a more detailed estimate of costs and likely <br />resources that would contribute funding to these efforts. This includes the existing General Plan update <br />fee on development and potential grant funding, including a SB2 non-competitive funding grant awarded <br />for policy work and projects that directly accelerate housing. On November 25, 2019, staff will also be <br />bringing a resolution for the SB2 grant funding, totaling $320,000, as well as three contracts for on-call <br />planning services, totaling $900,000, for review and approval. It is anticipated that the staffing from these <br />on-call services agreements will help resource some of the on-going planning efforts identified in this <br />report as well as the recommended community visioning process/workplan and potential requests for <br />General Plan Amendment Initiation. <br />All projects requesting a General Plan Amendment Initiation would be subject to a cost recovery account <br />with the City at the expense of the applicant. This cost recovery includes all planning entitlement review <br />and associated environmental analysis. Much of the resources from the on-call planning services contracts <br />will be used to process larger ongoing projects and General Plan Amendment Initiation projects, thus <br />being paid for by the applicant or developer. <br />In summation, the described efforts will be funded in part by cost recovery accounts paid by the applicant, <br />General Plan update fee on development, potential grants and finally the General Fund. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />10 of 11 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />123 <br />
