Air Quality Mitigation 15-1. <br /> Due to the overall reduction in residential and commercial development proposed <br /> by the current Peninsula park project, the following tnitigation measures identified in the 2a03 <br /> EIR would no longer be necessary, or have been madified to address the revised project, as <br /> identified throughout this Addendum: <br /> 1. Traffic Mitigations 7-1 through 7-6 and 7-18 thraugh 7-27 (all eliminated); <br /> 2. Publ;c Service M;tiga:;ons 10-1, 10-2, and 1�-8 (a!E ^�odified); <br /> 3. Noise Mitigation 93-3 (modified); and <br /> 4. Air Quafity Mitigation 15-2 {eliminated). <br /> Findings: The identified mitigations would reduce all poten#ially significant <br /> employment-triggered impacts to a levef of insignificance, with the exception of the cumulative <br /> with project tra�c impacts at EI Camino/Whipple Avenue (Impact 7-15) intersectian which would <br /> remain a significant and unavoidable impact. Due to right-of-way and physical constraints, <br /> both of the mitigation alternatives discussed in Mitigation 7-15 are deemed infeasible. Such <br /> changes or alterations are within the responsibility and jurisdiction of ei#her Caltrans or the <br /> Peninsula Corridor Joint Powers Board (Caltrain) and not the City of Redwond City. Such <br /> changes can or should be adapted by Caltrans ar Caltrain. This impact is also overridden by <br /> project benefts as set forth in the statement af overriding considerations. <br /> IV. TRANSPORTATiON AND CIRCULATI�N <br /> A. Transit Accessibilitv Impact <br /> Potential Impact 7-7: The proposed praject, as well as other anticipated <br /> development in the Bayfrant/Bair Isfand Road area, could justify the addition of one or more <br /> SamTrans bus routes into the area. Currentiy, there is inadequate existing space for a <br /> SamTrans bus to turn around in the Bair Island Road area, a roadway deficiency that would <br /> preclude a future bus route from conveniently serving the area. This de�ciency would therefore <br /> represent a signifrcant impact. <br /> Mitigation 7-7: The Project shall implemen# Mitigation 4-3, dea(ing wi#h the <br /> incorporation of a number of"smart growth" elements in the Project, including the establishment <br /> of transit links between the Project and local and regional express transit corridors and/or hubs, <br /> such as #he EI Camino Real transit corridor and/or the Redwood Gty CalTrain intermodal <br /> station, and between the Project and downtown Redwood City and/or other ioca! empioyment, <br /> financial, and retail concentrations.
