Proiect Pedestrian Accessibilitv Impacts <br /> Potential Impact 7-8: Existing pedestrian facifities near the project site consist <br /> of discontinuous sidewalks along Bair Island Road and East Bayshore Road. lf the praject were <br /> constructed in a simifar manner without a sidewalk along its local Bair Island Road frontage, the <br /> project waufd contribute to and exacerbate the existing discontinuity of pedestrian facilities. <br /> This effect would represent a significant impact. <br /> Mitigation 7-8: The Project shall construct a cantinuous pedesfrian facility, such <br /> as a sidewalk or a pedestrian path, along the entire iength o# the Project's Bair Island Road <br /> frontage {Mitigation 7-8}. <br /> Findings: This mitigation measure is feasibfe and wauid reduce tne ifllpaCt <br /> described above to a less-than-significan# level. <br /> C. Construction af the propased project could result in insufficient right-of- <br /> way width along Bair lsland Road to accommadate such facilities. This effect would represent a <br /> signi�cant impact. <br /> Mitigation 7-9: The project shall dedicate adequate right-of-way along Bair <br /> Island Road to accommodate future bicycle facilities. <br /> � Findings: With a dedicated right-of-way of adequate width, the project wauld not <br /> preclude future construction of adequate bicycle facilities in the area and this impact would be <br /> reduced to a less-than-significant level. <br /> D. Proiect Emerqency Access Impact <br /> Potential Impact 7-10: During an emergency evacuation af the Bair Is(and <br /> Road area with the proposed project at #ull occupancy, volumes on Bair Island Road, East <br /> Bayshore Road, and Whipple Avenue �near the project site) could be expected ta exceed <br /> roadway capacities, resulting in LOS F aperations. This effect would represent a significanf <br /> impacf. The results of a traffic sensitivity analysis indica#e that the existing roadway has the <br /> capacity to accommodate 750 new dwelling units before a secondary access would be needed <br /> to accommodate the assumed emergency scenario. <br /> Mitigation 7-10: The extension of Blomquist Street over Redwood Creek to the East Bayshore <br /> Road/Bair Vsiand Raad intersection is currently planned by the City and partially funded. The <br /> Blamquist Street Extension over Redwood Creek would reduce this potential emergency access <br /> impact to a less-than-significantleveL The Extension would provide sufficien# emergency <br /> access to the Bair lsland Road area with full buildout of the proposed project. <br /> This addifiiona! access is also expected to change local vehicular travel patterns <br /> and the assignment af project�generated traffic, resul#ing in a patenfially significanf secondary <br /> Atty/Reso/Reso.1772 11 <br /> 121307 <br />
