7C
Page 33
projecf impact at the Bfomquist Street/Maple Street intersection (see Secondary Impact 7-10A
which follows).
Findings: The extension of Blomquist Street over Redwood Creek to the East
Bayshore/Bair Island Road intersection would reduce the impact described above ta a iess-
than-significant level.
E. Proiect-Related Secondarv lmpact of the Blomquist Extension on the
Blomquist StreetlMaqle Street Intersection.
Secondary Impac# 7-10A: With completion of the Blomquist Street Extension,
the Blomquist StreeUMaple Street intersection wauld be expected to operate at LOS C
(acceptable} conditions during the AM peak hour and LOS F (unacceptabfe) conditions during
the PM peak hour under Background Conditions. W'rth the addition of the project traffic,
operations at the intersection would be expected to degrade to LOS D (acceptable) conditions
during the AM peak hour and worse OS F (unacceptabfe) condifions during the PM peak hour.
The change in the PM average delay at #he intersection due to the project is expected to be
more than 5.0 seconds. The intersection is also expected to satisfy the Caftrans Peak-Hour
Volume Warrant for trafifc signal installation during the PM peak hour under Project Conditions.
These secondary effects of Mitigation 7-10, the Bfomquist Street Extension, would represent a
significanf secondary impacf.
Secondary Mitigation 7-1QA. To mitiga#e project-related secondary traffic
impacts at the Blomquist Streefi/Mapfe Street intersection: (a)the intersecfion shall be four-way
s#op-controlled; and (b)the northbound approach shall be widened #o incfude a dedicated {eft
turn lane and a shared through/right-turn {ane. With these impravements, the intersectiat is
expected to operate at LOS C during the AM and PM peak hours under Project Conditions.
Altematively, install a traffic signal at #he intersection. With signafiza#ion, the
intersection is expected to operate at LOS B during the AM and PM peak hours under Project
Conditions.
Or, as a third alternative, ins#a!I a roudabout at#he intersec#ion. With #he
roundabout, the intersection would operate at LOS A during the AM and PM peak hours under
Project Condi#ians.
Implementation of ane of these secondary mitiga#ion aiternatives to City
satisfaction wouVd be a Praject responsibifity.
Findings: fmplementation of any one ofi these three mitigation alternatives
woufd reduce the project's secondary impact at the Blomquist StreetlMaple Street in#ersection
to a less-than-signicant leveL
F. Proiect lmpacts an C/CAG's Conqestion Manactemertt Plan (CMP) Roadwav
Network--AM and PM Peak Hours.
Potential Impact 7-11: The proposed projec# is expected #o generate 320 net
new peak-hour trips during the AM peak hour and 342 net new peak-hour trips during the PM
peak hour. Because the project trip generation rate is more than 100 net new peak-hour trips
and the project is subject to CEQA review, the proposed project must meet the requirements
presented in the C/CAG Guidelines for the Implementation of the Land Use Component of the
Atty/Reso/Reso_1772 1
121307
