 7C
Page 34
2005 Congestron Management Program. Until the project meets these requirements to C/CAG
satisfactian, the project's potential effects on C/CAG's CMP roadway network in #he PM peak
hours are considered to be significant.
Mitigation 7-11: Based on the C/CAG requirements, and as required under
Mifigation 7-2 herein, the praject sponsor shafl implement and maintain a transportation demand
management (TDM) program that meets the requirements presented in the C/CAG Guidelines
for fhe Implementation of fhe Land Use Componenf of the 20Q5 Congestion Managemerrt
Program in order to reduce the number of trips on #he CMP roadway network. The TDM
program, to be develaped by the praject sponsor, must be appraved by both the City of
Redwood City and C/CAG prior to City approval of any tentative subdivision map or
development agreement for the proposed project.
Findings: This mitiga#ion measure is feasible and reduces the impact to a less-
than-significant level.
G. Proiec# Drivewav Safetv Impacts
Potential Impact 7-12: If not properly aligned and accompanied by sight line
obstruction controls {landscaping and street trees could limit sight distance for drivers entering
and existing driveways}, one or more of the project driveway cannections to Bair Island Raad
could be dangerous intersections, representing a significant impact.
Mitigaion 7-[2: The fallowing guidelines shall be foElowed in finalizing project
access details:
1. All driveways shall be aligned with existing driveways an the opposite
side of Bair Is4and Road. lf the driveways cannot be aligned, a minimum
of 150-feet affset shall be provided between opposing driveways to
minimize conflicting turning movements in the cen#er fwo-way left turn
lane.
2. To minimize the potentia(for visuai restrictions, a minimum sight distance
of 200 feet shall be maintained at each driveway based on a posted
speed limit of 25 mph and a design speed of 30 mph (assumed to be 5
mph higher than posted). This dis#ance is fhe minimum dis#ance that a
driver of an exiting vehicle in a driveway shouid be able to see in each
direction.
3. Channelization of the driveways shafl be provided to clearly direct drivers
along safe vehicle paths and minimize pavement area.
Findings: Incorporafion of these measures in the final project access details is
feasible and would reduce #his impact to a less-than-signicant level.
H.
