Additionally,the Preciae Plan <br /> provides for deveiopment of affordable o�wnership and/or rental haus- <br /> ing.Key Precise Plan goals and issues are described belaw <br /> L Locatian-Appropriate Deveiopment-The Precise Plan Area con- <br /> tains lands that have waterfronfi access and views,a.nd praximiiy <br /> to and visibili#y frflm US 101.It is within a region anticipatirig <br /> sustained growth and de�velopment It is close to employment cen- <br /> ters and me�xapolitan population concentrations.Howeve�access <br /> to the area is limited,adjacenf freeway interchanges and city streets <br /> are congested,and existing access conditians do not encourage <br /> pedestrian or bicycle�anneciions to Dawntown and the Do�rn- <br /> town Transit Center. <br /> Given the Bay Area s chronic housing shortage,residential devel- <br /> opment is the most marketable land use,and it is the priricipal <br /> land use recommended by the Precise Plan.In general,however, <br /> the residentiai densities permitted by the Precise Plan are xnore <br /> appropriate;close to an e�dsting transit Center and supporting com- <br /> mercial uses and public serviCes,such as Downtown.Accommo- <br /> dating high densities in an area wifihout these kinds of support <br /> services requixes that theybe provided alangwith new develop- <br /> ment, or the City at-large will experience additional costs in <br /> terms of traffic congestion and o#her impacts.The Precise I'lan <br /> contains policies far land use,ixan:�portation,and publicimprove- <br /> ments that require#hat these se�.vices be provided.
