reduction in service levels from LOS D to LOS F in the morning <br /> peak-traffic hours. Said effect shall be mitigated by conditioning <br /> Project approvals upon financial commitment to construction of the <br /> following improvements, the costs of which shall be bome by the <br /> Project Proponent in proportion to benefits conferred thereby upon <br /> the Project, including, if appropriate, full funding: Realignment of <br /> East Bayshore Boulevard leading to its intersection with Seaport <br /> Boulevard and Blomquist Street; left-turn lanes northbound on East <br /> Bayshore Boulevard for a distance of approximately 350 feet; two <br /> through-lanes and a left-turn lane westbound, of which the latter <br /> shall be approximately 600 feet in length; one left-turn lane, one <br /> right-turn lane, and one through lane southbound approximately <br /> 250 feet in length; one left-turn lane approximately 250 feet in <br /> length, two through-lanes eastbound; and railroad crossing <br /> improvements. <br /> <br /> (iv) Seaport Boulevard East of Seaport Court-the Project will cause <br /> traffic proceeding on Seaport Boulevard in the vicinity of the <br /> intersection thereof with Seaport Court to operate at LOS F in both <br /> the morning and afternoon peak-hour periods.
