proportion to benefits conferred thereby upon the Project, including, <br /> if appropriate, full funding: Widening the existing unimproved two- <br /> lane road to a four-lane arterial in accordance with City standards, <br /> the effect of which shall be to improve traffic se~¥ice to LOS A and <br /> LOS B in peak hours. <br /> <br /> (v) Freeway Ramps-the Project will create significant traffic <br /> congestion on the northbound US 101 off-ramp to Woodside Road. <br /> Said effect shall be mitigated by conditioning Project approvals <br /> upon financial commitment to construction of the following <br /> improvements, the costs of which shall be borne by the Project <br /> Proponent in proportion to benefits conferred thereby upon the <br /> Project including, if appropriate, full funding: Two-lane off ramp <br /> with an associated auxiliary lane. Said mitigation shall improve the <br /> traffic service level from LOS E to LOS A in the morning peak <br /> hours. <br /> <br /> The Project will cause significant traffic congestion on the <br /> northbound on-ramp from Woodside Road to US 101, the <br /> northbound US 101 off-ramp to Woodside Road, the southbound <br /> US 101 off-loop to eastbound Woodside Road, the southbound US <br /> 101 off-ramp to westbound Woodside Road, and the northbound <br /> US 101 on-ramp from westbound Marsh Road.
