Said mitigation shall be implemented and monitored under a
landscaping plan which shall be subject to the approval of the City.
Potential loss of native California plants during construction shall
be mitigated by locating temporary storage of equipment and
materials and construction staging so as to avoid plant sensitive
areas. Vegetation intended for preservation shall be fenced or
otherwise isolated to minimize damage from construction-related
activities, equipment, and materials. Said mitigation shall be
implemented by conditions to permits or other entitlements and
shall be monitored through periodic City inspections during
construction.

The Project may cause disturbance to wildlife, including shore birds
and marine mammals. Said potential impact shall be mitigated
through the installation of vegetative buffers (consisting of native
species endemic to the salt marsh habitat) around portions of the
perimeter of the Project. Said mitigation shall be implemented and
monitored under a landscaping plan which shall be subject to the
approval of the City. Further mitigation shall include the
requirement that a qualified wildlife biologist shall be present during
construction to spot sensitive species, including the salt marsh
harvest mouse and endangered species, including the black-
shouldered kite and short-eared owl. If such species are observed,
construction shall be halted and the U. S.
