Would the library benefit from a charter <br />amendment having the Director chosen by the city manager? <br /> <br />2. Does the library have a mission statement and if so, what is it? Should the <br />city council have a role in setting the mission statement? <br /> <br />3. What are the library's long term goals? Should these goals be made in <br />conjunction with the city's general plan so they work together? Should there <br />be an integration of library and city goals, priorities and consideration of fiscal <br />impacts? <br /> <br />4. What should the reporting' relationship be between the library board and the <br />city council and why? <br /> <br />5. How does the department inter-relate with the Finance Department, if at all, in <br />budget preparation? <br /> <br />6. How does the department inter-relate with the Human Resources department. <br />if at all, on hiring, firing, training and other personnel issues? <br /> <br />7. How does the department inter-relate, if at all, with all other departments in the <br />city (police, fire, community development, public works etc.)? <br /> <br />8. Describe the respective roles of the board and the library director and the <br />reporting relationship. <br /> <br />9. What charter changes, if any, would you like? <br /> <br />10. Describe how the library board exercises its authority to hire, discipline and <br />fire employees under Charter Section 19(a). <br /> <br />11 . Describe how the budget is prepared per Charter Section 19 and one half. <br /> <br />12. Describe in general how the board routinely operates. <br /> <br />13. Does the board have adequate membership to perform the charter duties <br />assigned to them? For instance, the board has 5 members but has broad <br />responsibilities throughout the community. Would the board benefit from <br />expanding its membership? For instance, having one youth member from <br />each library, including Redwood Shores.
