134 Maple Street, EDSA, Redwood City
Proposal to Provide Traffic Engineering Services

2. Existing Conditions.

A. RKH will create a traffic analysis network of the study area streets and intersections
using the TRAFFIX network modeling program. I

B. RKH will calculate the LOS (Levels of Service) at each of the five study area
intersections for the morning (7-9 a.m.) and afternoon (4-6 p.m.) peak hours using the
procedures contained in HCM2000.2

3. Background Conditions.

A. RKH will obtain a list of projects from CLIENT that are expected to be completed
and occupied by the time the project is expected to be completed and that could
contribute traffic through the study area. The data must include land use type, floor
area or number of dwelling units, and location. If these projects have traffic impact
analyses associated with them, copies of the analyses should be provided to RKH.

B. RKH will estimate vehicle trip generation and distribution and add the background
traffic (approved trips) to existing traffic in the traffic model.

C. RKH will calculate the LOS (Levels of Service) at each of the five study area
intersections for the morning (7-9 a.m.) and afternoon (4-6 p.m.) peak hours for
Background (E+A) Conditions) using the procedures contained in HCM2000.

4. Project Conditions.

A. RKH will conduct a peak period (weekday 7-9 a.m. and 4-6 p.m.) vehicle trip
generation study of two similar facilities on the Peninsula to develop trip generation
rates for the project: Brookside Skilled Nursing, 2620 Flores Street, San Mateo, and
Menlo Park Place, 1275 Crane Street, Menlo Park. The study will compare the
findings with data contained in Trip Generation3 for Land Use 620, Nursing Home
and then develop appropriate rates for the project.

2

I Dowling Associates, Oakland, CA, TRAFFIX 7.9 R2, Built Sept. 18,2007

2 Transportation Research Board, Highway Capacity Manual, IC) 2000.

3 Institute of Transportation Engineers, 7th Edition, IC) 2003.

~.w.a+
