6.H. - Page 2 of 11 <br />TDA Article 3 funding <br />On May 10, 2019, the City/County Association of Governments of San Mateo County (C/CAG) <br />issued a call for projects for the 2019/20 TDA Article 3 Pedestrian and Bicycle Program. <br />Approximately $1,950,000 was available for the 2019/20 cycle, of which $1,750,000 was for <br />capital projects and $200,000 was for planning projects. This program provides funding for <br />project development and construction of bicycle and pedestrian facilities, maintenance of <br />multi -use paths, bike lane re -striping, and comprehensive bicycle and pedestrian master plans. <br />Applications were limited to one capital project and one planning project per agency. The MTC <br />distributes and C/CAG administers these funds in San Mateo County. A 50% local match is <br />required for planning projects and while no local match is required for capital projects, projects <br />receive higher scores based on the amount of their local match. <br />Redwood City submitted two applications for this cycle: <br />• Planning project - Citywide Bicycle and Pedestrian Master Plan, requesting $70,000 in <br />funding with a $70,000 local match <br />• Capital project - Vera Avenue Bicycle Boulevard Project, requesting $300,000 with a <br />$200,000 local match. <br />Citywide Bicycle and Pedestrian Master Plan <br />The Redwood City Bicycle & Pedestrian Master Plan is identified in RWCmoves, the citywide <br />transportation plan, as a Tier 1 project. The plan would use the bicycle and pedestrian exiting <br />conditions analysis that is developed for RWCmoves and would develop a list of recommended <br />projects, policies, and programs aimed specifically at increasing safety, bicycle ridership, and <br />pedestrian activity in the city. The Bicycle and Pedestrian Master Plan will be the active <br />transportation supplement to RWCmoves. This plan will be the first one in its kind for Redwood <br />City. <br />Vera Avenue Bicycle Boulevard Project <br />RWCmoves identified the Vera Avenue Bicycle Boulevard as a Tier 1 project and as part of the <br />bicycle backbone network for Redwood City. The project will create safe and convenient bicycle <br />access to multiple schools, Red Morton Park and Community Center, and Veterans Memorial <br />Senior Center. The project also connects to the Peninsula Bikeway; a collaborative project of the <br />cities of Mountain View, Palo Alto, Menlo Park, and Redwood City to better link and connect <br />these four cities and the region together. <br />With the school consolidation that took place in 2019, more students attend Roosevelt and John <br />Gill Elementary Schools than in recent years. Since Vera Avenue is a potential walking and <br />bicycling route for those students, this project is a high priority for the community and is listed <br />as one of the focus projects in 2019/20 Transportation Advisory Committee's (TAC) work plan. <br />The project is 1.1 miles along Vera Avenue, from EI Camino Real to Alameda de las Pulgas via Red <br />Morton Park.
