7.D. - Page 19 of 126 <br />Introduction <br />1 Introduction <br />l .l Overview <br />This document is an addendum to the previously certified A New General Plan for Redwood City <br />Final Environmental Impact Report (EIR) (State Clearinghouse #2010052034). It is prepared in <br />compliance with the California Environmental Quality Act (CEQA) of 1970, Public Resources Code <br />Section 21000, et seq., as amended, and implementing CEQA Guidelines, Title 14, Chapter 3, Section <br />15000, et seq. of the California Code of Regulations. The purpose of this addendum is to assess <br />impact differences between the proposed Mixed -Use Live/Work Zoning Amendment Project, herein <br />referred to as the "proposed project," and the adopted Redwood City General Plan (titled the New <br />General Plan and referred to hereinafter as the General Plan). More specifically, this addendum is <br />designed to determine whether and to what extent the Final EIR certified in 2010 is sufficient for <br />addressing the potential impacts of, and providing required mitigation for, the proposed project. <br />The proposed project involves amendments to the Mixed -Use Live/Work (MULW) zoning district <br />and the Mixed -Use Live/Work with the Emergency Shelter (S) combining district. For the purposes of <br />this report, both zones will be referred to as Mixed -Use Live/Work (MULW). The proposed project <br />also involves associated amendments to the zoning ordinance, particularly Ordinance No. 1130 of <br />the Redwood City Municipal Code. Section 2 of this addendum describes the proposed project in <br />detail. <br />This addendum is organized into the following sections: <br />■ Section 1: Introduction. Section 1 describes the purpose and organization of this document. The <br />introduction includes applicable statutory sections of the Public Resources Code and CEQA <br />Guidelines, a brief planning history, and identification of the previously certified Final EIR <br />findings. <br />■ Section 2: Project Description. Section 2 describes the proposed project, including <br />characteristics and objectives of the project. Project characteristics are discussed in the context <br />of the current MULW standards allowed under existing requirements and the changes to these <br />standards that would be allowable under the proposed amendments, including tiered standards <br />for a project with substantial community benefits. <br />■ Section 3: Environmental Analysis. Section 3 provides an environmental analysis of the <br />proposed project as compared to the previously certified documents. It presents an analysis of <br />the environmental topics identified in Appendix G of the CEQA Guidelines, and determines for <br />each topic whether the circumstances set forth in Public Resources Code Section 21166 and its <br />implementing CEQA Guidelines section 15162 governing when preparation of a Subsequent EIR <br />is required are present with respect to the proposed project or the situation surrounding the <br />project. <br />■ Section 4: References.
