7.D. - Page 59 of 126 <br />Global Climate Change <br />Impact 4.16-1: Although the amount and distribution of <br />allowable development under the General Plan has the <br />potential to increase population and economic activity within <br />the plan area, thereby potentially resulting in a significantly <br />increased level of greenhouse gas (GHG) emissions, a number <br />of factors within and external to the General Plan indicate that <br />development allowable under the General Plan would result in <br />lower GHG emissions per capita relative to existing conditions. <br />Less than The Final EIR concluded that future GHG emissions would be <br />significant lower per capita than existing conditions. Notably, the <br />projections in the Final EIR incorporate the future GHG emissions <br />reduction strategies set forth in Assembly Bill 32 as well as the <br />programs and policies of the General Plan that act to reduce <br />building and vehicle energy consumption, thereby reducing GHG <br />emissions. The proposed project does not involve any changes to <br />GHG emissions reduction strategies or building or vehicle energy <br />consumption. Furthermore, although the proposed project <br />would increase the population of Redwood City above levels <br />previously analyzed in the Final EIR, the proposed project would <br />increase density and intensity of development near existing <br />transit corridors, reducing vehicle trips compared to more auto - <br />oriented areas of Redwood City.
