6.C. - Page 2 of 11 <br />Jersey. The intent is to re -assemble and install the interactive cedar wood art structure at the Redwood <br />Shores Library. The Pirate Ship is included in the City's Public Art Master Vision Plan; and the Redwood <br />Shores Library was identified as the most appropriate location for the interactive art piece. It addresses <br />the ongoing requested need by library patrons, the Library Board, and the Library Foundation, to have <br />access to adjacent outdoor active space for youth and families, and to host special Library programs. The <br />Library Director and the Parks, Recreation and Community Services Director also met with the Redwood <br />Shores Community Association (RSCA), the Redwood Shores Owners Association (RSOA), as well as the <br />Pelican Cove Homeowners Association and the Peninsula Landing Homeowners Association, about the <br />project and to gain insight on concerns and opportunities through the design process. As a result of <br />feedback through this process, staff modified the design plans to add perimeter fencing around the site, <br />and connect the site to the children's side of the library, which would enable the City to close off the site <br />after hours for security purposes. <br />In May 2018, the City Manager approved a design services contract with Balmori Associates, the <br />Landscape Architect who worked on the Atlantic City project, to design a space that could accommodate <br />the Pirate Ship at Redwood Shores Library in compliance with BCDC regulations and San Mateo County <br />C.3 stormwater requirements. For the past year, City Staff and Balmori have been working on the <br />construction drawings and with BCDC to obtain a permit for the project. <br />Balmori, whose office is out of New York, has worked closely with Langan Engineering Services, Inc., based <br />in California. Langan will be the Landscape Architect of Record and has had a particular focus on the storm <br />water design. <br />ANALYSIS <br />BCDC has recently approved the project, although the permit has yet to be finalized. The next step is to <br />incorporate the ship restoration portion of the ship into the construction documentation and the technical <br />specifications. This is anticipated to be finalized in the first quarter of 2020, and the project to go out to <br />bid in early April. <br />In the original scope, the primary objective was to site the Pirate Ship. The design includes new grading <br />that shapes the landscape into two stormwater detention ponds, large berms and gabion walls. These <br />surround the 27 foot x 84 foot sculpture and its footing to make sculpture appear like a sunken ship. <br />The Scope of Services in the original agreement with Balmori covered tasks including, but not limited to: <br />• Develop a site program with the design team <br />• Develop an overall vision for the library grounds that connect to the existing pathway along the <br />levee, library and the adjacent thoroughfare <br />• Establish the aesthetic objective and design criteria <br />• Concept design diagram options for the community to provide feedback at community meetings <br />• Plant and finish material selection <br />• Bid -ready construction documents <br />Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />87 <br />
