6.E. - Page 31 of 50 <br />Electromagnetic and/or Ultrasonic type meters may be considered and shall meet or exceed AWWA <br />Standard C715. Must be compliant with NSF/ANSI Standard 61. In addition, the proposer shall include <br />responses to the following for meters classified under AWWA C715: <br />1. The proposer shall include a statement informing the City of either the number or percentage <br />of units returned to the manufacturer under warranty in comparison to the total number of <br />units sold in the United States within the past 5 years. <br />2. A list of past and/or current known defects associated with the meter model being proposed, <br />and remedies performed to correct the issue. <br />3. A statement from the manufacturer informing the City of any litigation, lawsuits or settlements <br />between the Manufacturer and a third party in connection with the meter model being <br />proposed. <br />4. Provide a minimum of five (5) references the City may contact within the United States, and <br />preferably within California, who can attest to the performance of the meter model being <br />proposed. <br />5. A statement that the meter model being proposed has been available on the open market in <br />the United States and in use for water utility billing for a period not less than 5 years. <br />Fire rated meters sizes W, 1", 1 %", and 2" shall meet or exceed AWWA Standard C714 as most recently <br />revised. Fire rated Meters sizes 3" through 10" shall meet or exceed AWWA Standard C703 as most <br />recently revised. <br />Meters that do not comply with any part of these specifications, except where noted below, shall be <br />rejected and the vendor shall, at their own expense, including shipping, replace the rejected meters <br />with meters that comply with these specifications. If less than 5% of any shipment fail to meet <br />specifications the unacceptable meters shall be returned to the vendor and shall be replaced with new <br />meters at no expense to The City. If more than 5% of the meters fail to meet specifications, all meters <br />will be rejected and returned to the manufacturer at their expense. <br />All meter sizes 1-%" and larger shall be provided with flanged connections, and 1-%" and 2" meters <br />flanges shall be oval with two bolt holes. <br />Packaging <br />Meters, encoded registers, antennas, communication modules and associated hardware are to be <br />packaged in non -Styrofoam, recyclable materials. <br />Delivery <br />Deliveries shall be made F.O.B. Redwood City. All meters shall be delivered within forty-five (45) Days <br />after placement of a Purchase Order Release by the Public Works Services Department. Failure to meet <br />delivery may result in termination of the contract or, at the City's sole option, for each calendar day <br />that delivery is delayed on each order the City will deduct the sum of $500.00 per calendar day from <br />payment due or to become due to the Proposer, not as a forfeit or penalty, but as liquidated damages. <br />This sum is fixed and mutually agreed upon since the actual damages to the City and the public, which <br />is caused by the delay, is impossible or very difficult to determine. <br />PUBLIC WORKS SERVICES DEPARTMENT <br />FY 2019-20 RESIDENTIAL AND COMMERCIAL COLD WATER METER PURCHASES RFP <br />(9/13/2019) 8 OF 27 <br />122 <br />
