6.H. - Page 1 of 24 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: February 24, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Waive second reading and adopt ordinance amending Municipal Code text of Chapter 27 - Sanitary Sewer <br />Facilities to adopt a fats, oils and grease program and to add enforcement penalties <br />RECOMMENDATION <br />Waive second reading and adopt an ordinance amending Chapter 27 of the Redwood City Municipal Code <br />to adopt a fats, oils and grease program, and to add enforcement penalties. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />The City's sanitary sewer conveyance system operates through a series of underground pipes from <br />individual residences and commercial properties to the treatment plant operated by Silicon Valley Clean <br />Water (SVCW). Once properly treated and disinfected, wastewater is discharged into the San Francisco Bay. <br />Under ideal conditions, regular and preventative maintenance keep the City's sewer system flowing <br />properly. However, the discharge of fats, oils, and grease (FOG) into the sewer system presents a problem <br />that has increased in frequency and magnitude in recent years. FOG are natural by-products of cooking and <br />food preparation processes. Sources of FOG include meat fats, dairy products, food scraps, cooking oils, <br />lard, butter, and margarine. FOG is associated with food and cooking, and is produced in larger quantities <br />by establishments, including restaurants, cafeterias, schools, and various institutions. <br />As is becoming more common, some food service establishments (FSEs) discharge FOG into drains rather <br />than disposing of it through proper methods such as recycling and the use of grease control devices.
