7.A. - Page 5 of 36 <br />Due to the worldwide viral pandemic known as COVID-19, uncertainty will most likely lead to changes in <br />the bidding environment, a potential increase in availability of one-time funding from external sources <br />such as the state or federal government, a decrease in anticipated revenues, and fluctuations in the cost <br />of construction. Adding to the uncertainty is volatility in the economy, the increasing unemployment rate, <br />and lingering effects of supply shocks. Projects costs recommended in FY 2020-21 attempt to account for <br />these uncertainties. <br />In addition to the uncertain project costs, the City will need to address health and safety measures related <br />to the COVID-19 pandemic. Staff anticipates that a portion of funding already set aside for City facility <br />security improvements will need be redirected to address measures required to protect public and <br />employee health. Over the next six months, staff will evaluate whether there is sufficient funding for these <br />health-related measures and recommend adjustments to the FY 2020-21 CIP budget, if necessary, as part <br />of the FY 2020-21 mid -year budget amendment process. <br />Another current issue facing the City is the management of greenhouse gas (GHG) emissions and <br />implementing long-term cost saving measures by converting existing equipment and infrastructure to be <br />more efficient. Whenever possible, staff have attempted to align CIP projects with the City's existing and <br />draft Climate Action Plan and to focus on implementation of the most environmentally friendly and <br />cleanest technology available, to reduce dependency on GHG emissions and promote the conservation of <br />natural resources. <br />The Veterans Memorial Senior Center project is an excellent example of incorporating principles of <br />sustainable building design, which integrates a rooftop photovoltaic array with integrated battery storage <br />(microgrid) to serve as back-up power during emergencies, while reducing reliance on the electric grid. <br />This project also includes solar shading and daylighting to minimize solar heat gain and provide natural <br />lighting, will be all -electric and will not utilize natural gas, which will further reduce GHG emissions. The <br />design is completed for this project and is currently out for construction bidding. <br />The CIP Committee, which consists of representatives from the Administrative Services, Community <br />Development and Transportation, Parks, Recreation and Community Services, and Public Works Services <br />departments, held its first meeting in September 2019. As a result of this meeting, each City department <br />was asked to prioritize their individual projects that were funded through the capital outlay fund, based <br />on the following five categories: <br />A. Urgent or critical projects which address an emergency, or remedy a dangerous condition <br />B. Projects with dedicated funding and funding source other than Capital Outlay Fund <br />C. High priority, high risk/impact, ongoing maintenance infrastructure improvement <br />D. Important projects, asset preservation, and urgent impact/risk projects <br />E. Desirable and non -urgent projects that can be completed outside of the next two fiscal years <br />On January 8, 2020, a second CIP Committee meeting was held. At this meeting, each department <br />presented an overview of their capital projects and why funding for their project(s) were requested.
