<br />cement. Prior to the application of the asphalt concrete, deteriorated spot sections of pavement are
<br />replaced and larger cracks in the surface are filled with sealant. After applying the asphalt concrete,
<br />permanent pavement striping and markings will be installed. Asphalt concrete will provide a smooth, safe,
<br />and a quiet riding environment. Smooth pavements save fuel and vehicle operating costs.
<br />Project street segments are located in the Redwood Shores neighborhood and are shown on the attached
<br />Project Location Map.
<br />ANALYSIS
<br />The City advertised the invitation to bid for four weeks, publishing the invitation on February 12, 2020. Six
<br />(6) bids were received for the Redwood City Pavement Preservation Project (Twin Dolphin Overlay Project)
<br />by the bid deadline on March 12, 2020. The bid amounts are summarized in the table below.
<br />As mandated by Municipal Code section 2.68, the lowest responsible bidder shall be awarded the
<br />contract. The low bid was determined based on the total base bid. The low bid of $991,411.40 submitted
<br />by O'Grady Paving, Inc. is 16% lower than the engineer's estimate of $1,200,000 for the cost of
<br />construction. Staff believe the lowest bid amount is lower than the engineer's estimate due to lower oil
<br />prices, bidding ahead of the construction season, the project's convenient location near the freeway, and
<br />the project being a wide, non-residential street. Based on the bids received, staff believes that the low bid
<br />is reasonable and responsive, and recommends awarding the contract to O'Grady Paving, Inc.
<br />Construction is anticipated to begin in June and to conclude by August 2020. Notification of the proposed
<br />work will be distributed to area business owners, hotels, property owners, neighborhood associations and
<br />schools in advance of the start of work. Notification strategies will include direct mailers, emails,
<br />notification in The Pilot (Redwood Shores neighborhood newsletter), changeable message signs, door
<br />hangers, temporary No Parking signs, and coordination with City's communication team.
