<br />8A <br />Page 23 <br /> <br />. Extent to which the structure conforms to the general character of other <br />structures in the project vicinity insofar as the character can be ascertained <br />and is found to be architecturally pleasing; <br />. Extent to which excessive ornamentation is used and the extent to which <br />temporary and second-hand materials, or materials which are imitative of <br />other materials, are to be used; <br />. Extent to which natural features, including trees, shrubs, creeks, and rocks, <br />and the natural grade of the site are to be retained; <br />. Accessibility of off-street parking areas and the relation of parking areas with <br />respect to traffic on adjacent streets; and <br />. Reservation of landscaping areas for the purposes of separating or screening <br />service and storage areas from the street and adjoining building sites, <br />breaking up large expanses of paved areas, separating or screening parking <br />lots from the street and adjoining building sites, and separating building areas <br />from paved areas to provide access from buildings to open space areas. <br /> <br />FINDINGS: <br /> <br />The City of Redwood City has discouraged the use of metal roofing material in its <br />residential neighborhoods since such treatments have not been considered <br />compatible with the building materials and character found in most of the City's <br />neighborhoods. In this unique case, the Zoning Administrator is approving metal <br />roofing material. The metal roofing material is approved for this particular case <br />based on the following findings: <br />1. The project architecture constitutes a modern design with a significant <br />flat roof element which warrants the use of a material compatible to the <br />architectural style. The alternate roofing material available for flat roofs <br />is "tar and gravel," or a similar type of coating. Such materials have a <br />relatively short life and are not architecturally compatible, nor would be <br />particularly attractive nor would integrate to the proposed building <br />design. <br />2. The building design includes high quality building finish materials, <br />including a smooth concrete base, stucco, all wood framed windows <br />and doors, and wood fascia. The proposed metal roof material is <br />compatible to these other finishes in terms of quality, color, texture, <br />and overall context. <br />3. The proposed building design includes a predominately flat roof. Only <br />one roof surface will be pitched, at a very low 3:12 slope. <br />Consequently, the proposed roof will not be significantly visible from <br />the public right of way. <br />4. The greatest visibility of the proposed roof will be from nearby uphill <br />properties. From those properties, the proposed metal roof will appear <br />architecturally clean, and unobtrusive. This type of simple treatment, <br />especially in a dark, matte finish, will not dominate the bay view from <br />these properties. <br />
