8.A. - Page 9 of 28 <br />• Collaborate with private and public (city, county, regional, state, federal) agencies to <br />secure funding for Activities including securing funding within Measure A and W <br />(previously adopted), Federal and State grant programs, and any existing and future <br />regional funding measures <br />• Provide appropriate level of return or benefit to property owners based on their potential <br />contribution of property rights and the risk and scale of future investments, in support of <br />the land use and transportation goals above <br />• Work collectively to develop a program of activities and improvements that are achievable <br />and fundable <br />- • ..aPq <br />� <br />The following principles define how the Parties shall work together: <br />• Follow decision-making processes and communication models summarized herein <br />• Respect each Party's objectives and public engagement efforts <br />• Share information resources to assist with the successful and timely completion of tasks <br />and follow-on studies <br />• Manage Activities as designated, but consider and attempt to incorporate feedback from <br />other Parties in studies and project development <br />• Respond and provide input within agreed upon response times <br />• Design meetings as small, working sessions and staff appropriately and consistently <br />• Seek consensus where possible <br />This process shall not proceed in direct conflict with any fixed or reasonably foreseeable <br />outcomes of a Party's Activities and the coordination process established by this MOU is not <br />intended to be a decision-making body for any Party. Each Party's Activities will ultimately be <br />directed by that Party's executive or decision-making body. <br />• Parties recognize the fundamental jurisdictional authority and decision-making power of <br />the other Parties and their Activities. <br />• Parties recognize their distinct missions, functions, and operating constraints, which may <br />lead to possible tensions over policy -level or technical questions. <br />• Parties aspire to resolve interagency conflicts at the Staff Working Group level (see <br />Section 5 for discussion of Staff Working Group). <br />In cases where interagency conflicts pose broader policy implications and prove unresolvable in <br />the Staff Working Group, the issue will be elevated to the Directors Steering Committee (see <br />Section 5). <br />REV: 05-07-2020 PR <br />ATTY/AGR.2020.071/SMCTA and JPB (Page 4 of 23) 172 <br />
