6.D. - Page 2 of 4
ANALYSIS
The project consists of the following improvements:
• Removal of an existing sakrete revetment
• Grading and earthwork
• Installation of a keyed rock revetment
• Erosion control
Three bids were postmarked by May 6, 2020 and were opened on May 13, 2020 through a virtual bid
opening. The bids are summarized in the table below.
Bidder
Bid Amount
Brannon Corporation
$213,446.00
Rehak General Engineering
$219,712.00
Valentine Corporation
$313,369.00
$200,000.00 -
Engineer's Estimate
$250,000.00
Recommended Bidder: Brannon Corporation
Substantiation: The low bid of $213,446.00 submitted by Brannon Corporation is within the range of
the Engineer's Estimate. It is 14% lower than the max estimate and 3% lower than the second lowest
bid. Brannon Corporation has successfully completed similar projects in the past and is a qualified
contractor. After reviewing the bid package from Brannon Corporation, staff recommends awarding
the contract to Brannon Corporation as they are the lowest responsive and responsible bidder. The
contract is based on the City's standard form construction agreement with limited revisions.
The construction window given by the California Fish and Wildlife Permit is from June to September,
therefore the construction is expected to begin on June 15, 2020 and conclude within 107 calendar days.
The contractor will provide additional construction notification to the affected residents and coordinate
with the adjacent construction of 707 Bradford Street.
FISCAL IMPACT
The funding for this project has been approved and appropriated through City of Redwood City's FY 2019-
2020 Capital Improvement Program.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
87
